Open Enrollment

What is open enrollment?

Answer: It is the process by which parents/guardians residing in one Iowa district may enroll their children in another Iowa school district under the terms and conditions of Iowa Code section 282.18 and the administrative rules of the Iowa Department of Education, 281 Iowa Administrative Code chapter 17.

Enrollment Changes Effective July 1, 2005

  • Parent/Guardian must file Open Enrollment forms with both the receiving district and the resident district. Previously, the forms were only filed with the resident district.

  • The receiving district approves/denies the application. There is one exception to this rule. If the resident district has a desegregation plan in place, they (the resident district) must approve/deny the application. Previously, the resident district approved/denied the application. •

  • The deadline for filing an Open Enrollment Application for students in grades 1-12 will be March 1 (previously the deadline was January 1). •

  • The deadline for students entering kindergarten will be September 1 (previously the deadline was September 15). •

  • The revised Open Enrollment Form and Handbook are available on the Department of Education website at www.state.ia.us/educate/ecese/asis/oe/index.html

If you have decided to open enroll your child/children, please pick up an Open Enrollment Application at either the resident or receiving district.
